The GHEF remains quite reliable and accurate in addressing community and public health outcomes via scientific research conduct, interpretation, discussion, inference, recommendation and publication.   These publications although not absolutely certain, < 100% inference as p value (sampling variability and random error quantification), allows for the understanding of the health outcomes and disparities at specific population level and the application of such knowledge in health equity transformation, locally, regionally, nationally and globally.
